Gibraltar's Chief Minister Shares New Year Message

08 Jan 2025

Gibraltar’s Chief Minister Fabian Picardo shared a vision for the year ahead, focusing on resilience, progress, and stability. His New Year’s message outlined plans for housing and digital transformation and gave an update on ongoing EU treaty negotiations. These developments highlight Gibraltar’s commitment to remaining a thriving community and a secure destination for investment.

Progress in Housing and Public Services

Addressing a critical issue for residents, the Chief Minister announced plans to expand Gibraltar’s housing stock, including affordable homes and rental units. A new reclamation project in partnership with the TNG Foundation will create space for these developments without requiring upfront government funding.

“We must build more, not just affordable housing, but homes for rental to add to the Government’s stock,” Picardo said. He emphasised the need for clear eligibility criteria to ensure these benefits are sustainable and reserved for those who truly need them. “It is time to ensure that our rules are clearly drawn… to provide these benefits to our people.”

A Digital Future

Gibraltar’s embrace of digital transformation was another focal point. Residents will soon be able to use mobile ID cards to access public services, streamlining interactions with government departments. This initiative underscores Gibraltar’s commitment to innovation and efficiency.

“Digital technology helps us make it easier for you to access the services you are entitled to,” the Chief Minister noted. However, he also addressed the potential risks associated with technology, particularly for young people, promising new legislation to protect against harmful online content.

On EU Treaty Negotiations

Perhaps the most pressing issue is Gibraltar’s ongoing negotiation of its future relationship with the EU. Picardo shared that discussions have advanced significantly, with Gibraltar proposing solutions that safeguard sovereignty while ensuring economic stability.

“We are very, very close to a deal,” he said. However, he reiterated that no agreement would be accepted if it compromises Gibraltar’s fundamental rights. “No deal would be better for you and for me than a deal that compromises our fundamentals.”

Investors will be keenly watching these developments, as a treaty would introduce new arrangements for immigration, goods, and taxation, potentially boosting cross-border fluidity and creating fresh opportunities for Gibraltar-based businesses.

'Tighter Access' to Flagship Benefits

In his address, the Chief Minister highlighted the importance of Gibraltar’s flagship benefits—affordable housing, healthcare, and student scholarships—as vital pillars of the jurisdiction’s appeal and community support. However, as Gibraltar’s population continues to grow, the government plans to reassess entitlement criteria for these services to ensure their sustainability for future generations.

“It is time to ensure that our rules are clearly drawn to provide these benefits to our people and NOT to those who may move here simply to benefit from them,” Picardo stated.

Gibraltar Continues to Thrive

The Chief Minister also highlighted Gibraltar’s strong public-private partnerships and ongoing investment in key sectors. With a focus on efficiency and innovation, the government’s collaborations with private enterprises aim to enhance infrastructure and public utilities.

“Our role is to deliver a Gibraltar fit to set off successfully into the second quarter of the twenty-first century,” Picardo said, reaffirming his vision for the jurisdiction as a hub of stability and opportunity.

As Picardo emphasised, “In a hugely challenging world, Gibraltar continues to thrive.” With its reputation for resilience and adaptability, Gibraltar remains a welcoming and promising destination for those seeking a place to live, work, and invest.
